Human Resource Management in the Manufacturing Industry: Research on Effective Paths of the "Integration of Assessment and Training" for Cadres in State-owned Manufacturing Enterprises

During the "15th Five-Year Plan" period, the restructuring of the global industrial chain and the wave of technological revolution have put forward higher requirements for the adaptability and innovation capacity of state-owned enterprises. As the core task of human resource management, the quality of cadre training directly affects the core competitiveness of enterprises. Although state-owned enterprises have initially formed a cadre training system, there are still prominent problems such as insufficient pertinence of training content, weak innovation orientation, single training model, and superficial effect evaluation, which are difficult to meet the individual development differences of cadres and the strategic development needs of enterprises. As an innovative model to solve the dilemmas of traditional training, the "Integration of Assessment and Training" integrates talent assessment and training technologies to realize a closed-loop management of "determining training based on assessment, promoting assessment through training, and dynamic optimization". Based on the practical pain points of cadre training in state-owned enterprises, this paper systematically analyzes the core logic and implementation value of the "Integration of Assessment and Training", constructs a full-process system framework of "static assessment - dynamic assessment - precise training - effect feedback", clarifies key implementation points such as talent inventory, demand matching, scenario-based practice, and dynamic optimization, and explores the extended application of this model in talent selection, high-potential identification, talent pool construction and other links. The research aims to provide theoretical reference and practical paths for state-owned enterprises to optimize the cadre training system, improve the quality of cadres' capabilities, and strengthen talent support, promote the transformation of cadre training from "extensive supply" to "precision empowerment", and help state-owned enterprises achieve high-quality development in a complex market environment.
