Integration of Multiple Management Systems:A Study on the Path to Establishing a New Model of Integrated Enterprise ManagementAuthor:Wang HuaAbstract:As economic globalization deepens and market competition intensifies,modern enterprises,especially large conglomerates,faceincreasingly complex regulatory requirements and internal governance challenges.Multiple management systems—such as internalcontrol,risk management,quality management (ISO 9001),environmental management(ISO 14001),and occupational health andsafety management (ISO 45001)—often operate in parallel within organizations.While enhancing standardization in their respectivefields,this practice has led to pervasive issues including"management system silos,"institutional conflicts,process redundancies,high management costs,and overall nefficiency.In this context,the deep integration of these disparate systems to build a unified,integrated management system characterized by "one company,one system,one standard"has become a critical strategicimperative for enterprises seeking management modernization and enhanced core competitiveness.This study systematically explores the theoretical logic and practical pathways for integrating multiple management systems.By reviewing relevant domestic and international literature,it defines the essence of system integration—not as a mere consolidation of documents,but as a systematic restructuring of organizational architecture,management processes,institutional standards, performance evaluation,and IT platforms based on strategic synergy and value creation.Grounded in synergetics,systems theory, and business process reengineering,the research employs a multi-case study method.It analyzes pioneering practices such as China Southern Power Grid's "Three Modernizations and Six Integrations"model for building a"Modern Enterprise Management Tower,the "Integrated Risk, Internal Control,and Compliance"reform at Inner Mongolia Electric Power Group,the “Three-in-One Integration”system of the China Automotive Technology and Research Center,and the "Four-Dimensional Integration"path of Huaihai Industrial Group.These cases reveal core integration challenges,including organizational barriers,process disconnects, inconsistent standards,and data silos.Based on theoretical and empirical analysis,this study innovatively proposes a five-layer integrated management system framework comprising the "Strategic Leadership Layer,Architecture Design Layer,Carrier Integration Layer,Digital Enablement Layer,and Cultural Support Layer."This framework emphasizes the enterprise strategy as the fundamental anchor,integrates management functions through a unified governance structure (e.g.,"One-Position,One-Committee,One-Office"),permeates integration requirements to the grassroots level via six key cariers (systems,standards,positions,indicators,processes,IT systems),and leverages digital platforms to construct a "digital twin"of the management system.Ultimately,it aims to foster a culture of integration involving all employees.Research indicates that successful integration can significantly reduce compliance and operational costs,enhance overallisk prevention and operational efficiency,and strengthen organizational agility and adaptability.
